Thing type 1493, Sky Animation, is a type of Thing exclusive to SRB2 Riders that, when used with the SkyMount level header option, sets the speed for the sky animation. The Thing can be placed anywhere on the map, since only the Angle value is relevant. Just like a state's duration, the Angle sets how long each sky picture is displayed in tics before it changes to the next sky. 35 tics equal one second. Animated skies usually have a duration of around 3 tics to appear natural. Setting it to 0 or anything past 359 currently crashes the game.
