A_FlickyCoast is an action used to switch states from swimming to coasting behavior in swimming Flickies. The action will slow down the actor constantly until it reaches a certain speed, where it then switches the actor's state. Var1 sets the speed to switch states upon reaching, while Var2 determines the state to switch to. If the actor is not underwater, then this action will turn on its gravity and force it into its SpawnState.
